There was a series of images of a small moon from either Jupiter or Saturn that appeared to be literally covered in oil (liquid hydrocarbons), it basically had lakes and lakes of the stuff.
Some scientists believe then than oil comes from internal processes not quite understood deep inside planets and moons.
It's quite possible I suppose for both to be true, though I lean more towards oil coming from some internal process of planetoids.
You could still run out of oil though if you used more oil than nature can produce, however it is formed.
