Why does the Asian guy sound like a leprechaun?

I've never seen the show before, and one time when I was doing some work in my office, the show was on TV in the background. Is the Asian guy supposed to sound like a leprechaun?

He's supposed to be small and funny talking like a midget. And he is very short.

Sorry, but I don't hear an Irish brogue coming from him, but it would be hilarious if he did that.

 It's supposed to be a Korean accent. There was however an actual Irish immigrant named Nash on the show for a while in Season 4. I'm not too familiar with Irish accents but it sounded fine to me.
