Contingency S2 Ep 1 Question re: Dewey Decimal and SS#


Love this show, curious if anyone noticed that during Contingency when it is revealed how the dewey decimal system reveals the number of the POI; we see each book represents 3 digits, a total of 9
A social security number is 10 digits

Seems like a big 'plot hole' but Nolan and Plageman and the writers seem to cover all the details so thoroughly, I assume I am missing something. Anyone else with insight or piece of information, that'd be great!
