Didn't he disappear for almost a decade? Am I missing something? Her character was underdeveloped to heck.

The machine "introduced" Grace and Finch, and they started seeing each other. She wasn't in every episode, we mostly saw her in flashback. Finch proposed to her, and had decided to tell her about his past, and that he was a wanted hacker. But before he had a chance, the ferry explosion happened, and she thought he had died, and he let her think that.
I thought she was well developed: she had her art and he continued to support her work by owning a magazine that often bought her illustrations for the cover. She mourned him completely, and never really dated anyone else. For a character with such a small piece of the story, she was developed to be quite important.
And you were sorta correct, the woman who played Grace was/is Michael Emerson's wife.

Still, she should've moved on. Could've had a husband. He just spent years stalking her in the nicest possible way.
