I googled the building and found that it was once a luxury apartment building built in the '70s before the end of apartheid. It is actually called "Ponte City Apartments". Since the '70s it has become a haven for crime and is surrounded by a rough / ghetto area. A few years back there was a push to revitalize the building but it failed because of the housing market crash of the mid 2000s. Today it is reported about 60% full and still trying to come back.
