having just watched the first episode:
does the book say anything about Hugo's mental condition?
i.e. autism, Asperger's syndrome or something like that?

Exactly. As is the case nearly all of the time, you can't make medical excuses for garden variety bad behavior, even though nowadays everyone tries to leap to that highly unlikely conclusion as their first explanation.
