I don't watch this show much, but I don't think even Todd is dumb enough to move over to a different claim without having some studies, reports, panning, etc. or other data to increase his odds that gold is there. I think what actually happened is that they did a couple of test runs to verify that the wash plant was working. Then, check for gold not expecting to find anything, and one of the TV producers then had Todd go over and yell at the kid for not finding any gold. It is an interesting show and it would probably be pretty boring if they did not script parts of it.
