First there was Richie with curlers in his hair and (what I thought) was an obvious gay guy calling him to come to dinner.
Figured it was a little twist to show why he didnt jump on Amy Adams in a previous scene.
Along with the confusing plot of this movie, this scene had made the plot more convoluted. Was his mom a he or a she? O_o
Because to me, it looked like a "he".

Richie was wearing curlers to keep his hair curly. It was the style back then.
His mother was dressed like a man because she probably realized she was a lesbian after Richie's father was out of the picture, and wanted to dress butch.

Yup. I had the exact same reaction. I was well confused for half that scene.
