I was under the impression Pirates was kind of wrapped up with 5, haven't seen it (yet have owned the dvd about 5years as was part of a dvd bundle i won on ebay along with the Cruise Mummy and Transformers 5) but isn't there an end scene with Bloom/Knightly that kind of ties it all up as they knew the series was ended? Also by 2017 MCU was REALLY getting huge for Disney and were starting the Infinity Saga so id imagine all effort would be toward that.. whereas Pirates 5 although a big hit 800m didnt break 1b as it would expected to and was notably less domestic (and they cost like 300m to make). and of course by then the Depp/Heard stuff was starting..
However maybe the intention was to churn out a Pirates movie with Depp out every few years until they were no longer profitable but id imagine had there been no depp/heard thing and theyd done a 6th in like 2019 it would've near bombed 400-600m (like Transformers 5) as audiences be too excited/obsessed with superheroes now and POTC be so last decade like TF
