I don't think so. From imdb trivia: (major spoilers:)

Some people apparently interpret Shel's laughter as she dies as meaning she's in on it, but both Wheatley and Jump disagree.

My guess is either Fiona played witch tricks on her or they simply threaten to kill her and her son if she’d refuse to play the Huntchback’s part and fight to kill him.
