When Jack was throwing his kids off the roof, that guy was politely waiting for the whole family to get over.
So what if there's a hostile mob storming the building, killing anyone in sight, that's no excuse to forget your manners. Jack's family was on that ledge first, and that guy respected it, even if it did mean he'd get shot in the back just as he was making his jump.
