Killing innocents in the airport?

Am I wrong in thinking Stallone was shooting at the bad guys while innocent people were clearly still in the way in the airport??? Totally seemed like it.

You forget that they're all excellent marksmen just like GI Joe.

It was funny seeing some cuts where innocents are frantically running in the background, and some where there's no one around.
