If I did my math correctly that was how much Vilain was going to be paid for all of the plutonium. He says he has a buyer willing to pay $4 million per kilo. He later says that they have 5 tons of plutonium which would be 10,000 pounds. 10,000 pounds is equivalent to 4,536 kilos. 4,536 x $4,000,000 = $18.1 billion.
