I have no idea what to do with the puzzle in the briefcase, for anyone who has finished it or knows of a walkthrough, (there isn't one yet on the L.A. Noire wiki yet), please help. It looks like an interesting DLC, but I'm really confused right now.

Why is it so easy for children to break into The Pentagon?

Start by centering the outside ring on the first letter of the code. Then line up the inside ring to the second letter in the code. Go back to the first ring and spell out the rest of the printed message. You get a clue once the whole thing is translated.
