In the booklet of the PS3 version there's a picture of a dead woman with a bleached blonde hair in a car with her forehead on the steering wheel, a fur coat around her shoulders and the HOLLYWOODLAND sign in the background!
What case is this?
I've beaten the game and I still can't find her.
She is not in any of the cases. I think the picture of the Dead Blonde Woman is to establish the type of cases you get involved in. Its not the first time characters have appeared on the cover of a Rockstar game and are not in the game, there are a number of GTA game covers with characters who do not make an appearence.

Are you sure it's not in "A Slip of the Tongue" or "The Naked City" Add-Ons?
I'm not sure. You would have to check out http://lanoire.wikia.com/wiki/L.A._Noire_Wiki to see if she appears in those two cases.
