Phelps and Kelso at OCS (Spoilers)


Did Phelps genuinely believe that Kelso would make a terrible officer and evaluate him honestly, or was he attempting to undermine Kelso because he took issue with the "Custer" comment and was envious of his leadership abilities?

I feel like I missed a cutscene, because I wasn't clear on this, but I felt as if the flashbacks were attempting to portray Kelso as being unfairly singled out at OCS(hence the scene with the sergeant chewing him out about the rifle bore).

Also, on the note of the inspection, wouldn't the major's approval of the condition of Kelso's rifle overrule the sergeant? Or was Kelso just too disgusted with the way things were being run there to bother using that to challenge the sergeant?
