Why can the insurance guy take people's cars?

It made sense when you were Cole that you could take civilian's cars, but if someone came up to me and said "I'm from the insurance company, I need to take your vehicle", I'm not exactly going "Okay, you look solid enough."

Because he states he's a D.A's Investigator. Your average Joe Citizen isn't going to question the authority of someone from the District Attorney's office.

Kelso can commandeer vehicles prior to getting a job with the DA. Hilariously, he can even commandeer police vehicles as an insurance investigator.
