The npc dialogue is pretty atrocious.

"there is a thing called soap" is sort of a running jokes in Rockstar games, I guess Team Bondi decided to carry it over.

Why is it so easy for children to break into The Pentagon?

I swear I heard some guy in the police station said this line in the background three times in a row. Then when I was leaving the station, a different guy, different voice, said the exact same line. This kind of stuff really takes you out of the game and shows how lazy some of this dialogue is. Most of the incidental NPC chatter is just recited from a book of puns and one-liners, said completely out of context.

The funny thing is that such NPC comments are supposed to be "immersive," but has the exact opposite effect.

I love such NPC comments, I go looking for them, they make me laugh. I still come across them in other games (Mafia II, GTA IV, etc) and it always makes me smile.
