Roy Earle was the best! He was the most effective, had the best car, seemed to be the best shot too, and he complimented Coles style whereas the other partners just got in the way or contributed nothing (I guess Biggs was slightly more effective that the other 2)
Too bad Earle was such a heel, but yeah he was most entertaining and "best" partner.

I agree. The Vice cases were the only ones in which there seemed to be any meaningful partner dynamic. The conflict was more interesting than the other relationships, and Roy actually contributed useful information (he knew the major players involved in the drug scene, etc) whereas the other guys just followed Phelps around and seemed totally irrelevant.
I was also wondering if I was the only one who found Earle to be noticeably more effective than the others in gunfights (there would be times where I would only get to pop one or two bad guys before realizing he had singlehanded neutralized the rest).
