If she had been Mexican this movie would have made more sense.
Mexicans who can afford to study a bachelor's degree in the US are usually wealthy or at least come from the more affluent families, as scolarships here are more available for graduate studies.
A Mexican citizen with a bachelor's degree in a US university and from an affluent family (read, with contacts) would probably find a good job in Mexico in no time but she would have as much, if not more, of a hard time finding a job as any other college graduate in the US of today. Therefore, it would make sense that she would probably need to go back to her country if she was after better opportunities for a fast advance in her career.
If Jacob had to face trying to start his business in Mexico instead of the UK, I think people would have been more understanding of his doubts. There is a bigger gap in culture between the US and Mexico than there is between the US and the UK. There's also the issues of the market being different in both countries so the earnings certainly wouldn't be the same.
Thus, the excuses that were given in the movie for Jacob and Anna's struggles are more apparent if Anna was Mexican. If the problem they had was the distance to their families and friends, then the UK works better but the movie expressed struggle due to work expectations instead.
Of course, there's the little issue that most Americans aren't aware of the kind of nice life a well to do Mexican citizen has in Mexico so the audiences would probably wonder why Anna wouldn't stay in the US with Jacob.
