okay, she vioalated her visa and cannot enter to u.s but dont they check the visa before you go in to plane.her visa would have been checked at u.k and then she could travel.i have not travel abroad, to another country, i am just asking because it made more sense to me.
No, they don't check until you arrive at your destination and go through customs at that airport. I have traveled abroad, and they have never checked my papers before going on the plane. They only checked my passport. Once you arrive at your destination, then they ask for your paperwork and reason for travel.

How would an official in the UK have access to US visa records? How would they be able to make a decision on if the person can enter the US or not? How could they have the right to stop the person getting on the plane when it's nothing to do with the UK?
They didn't check because she was a British citizen and could come and go from the UK as she pleased. In most countries, it's not against the law to leave if you're a citizen. The UK doesn't care if you have a student or tourist visa to the US and then violate some of the terms on it. It would only be the American DHS people who would care about that.
A UK citizen would have an automatic visa for a B1/B2 visitor.
Of course the airline checks but may have assumed it was OK, she having a valid UK passport, but perhaps would not have known about her penalty. They have to provide the flight back if entry is denied.
Stupid really, she should have been advised what would happen if she overstayed her J-1 student visa.
Anna knew perfectly well what she was doing. When you are given a 3 months visa (or whatever it was), it's obvious that it means what it says. The mistake she made was to leave the USA figuring they would let her in again, which, of course, they did not.
