Reading & writing in French + North American spoken English. The only logical explanation is they're from Canada. (I don't know if the screenwriters intended this, but I was trying to figure out why the pages she reads are in French, but the dialogue is English).

I'm not complaining about French text, I'm just saying it's inconsistent if you read & write in one language but speak in another language.

Dubbing a movie doesn't change what country it's set in, so what language they speak here shouldn't matter.
The movie is not set in any particular place. No country or no city is ever mentionned.
It takes place anywhere the story feels relevant to modern life in developped western countries.
That makes sense, because like the original story, it is meant to be understood by anybody from all horizons, an universal tale.
The writing is in French also as a tribute to the original story more than anything.
Also, in my country it was dubbed in French, so your theory is thrown off the roof anyway. We also got the theater release, unlike the U.S.

America, while usually used when meaning the United States of America, can also be used to indicate the Continent, thus Canada and Mexico (and a bunch of other Countries) are also in America.
Regarding the spoken language you have to think about this like an imperfect version of Star Trek's Universal Translator, you hear your own language but the other part is speaking in their own language and would hear you in theirs.

Think of it like this. I live in Germany (true story), and here films are always dubbed. Imagine someone asking, "why is the writing in French but they all speak German?" "Why there are scenes of Harry Potter in London while they are speaking German?" and so on.
