OK, it is Not Good... But.
This Frankenstein movie is amateurish, but clever. The intent is obviously to go back to the book and retell the story after a fashion. This version has a lot in common with Re-Animator (1985) but not as a comedy. No, this film is earnestly serious and mainly fails because the actors are really quite awful. There are many other problems but budget and acting are the biggies.
I consider watching it not to be time wasted.
That said, I only watched it because I saw bits in a rather good Argentine slasher called Al Morir la Matinée or Red Screening (2020), where it is the film being shown in the theater where events occur.
