Why did that city official guy stop Clive Owen's character and the other guy from having a hotdog/ice cream/snack little business in the park? I honestly don't get what the big deal was. And when Clive Owen's character towards the end, he's on the run, and goes to talk to that friend of his, the kinda big guy who did the toast, and was going to help him with that business, anywho that guy mentions some guy named Louis got killed. Who's Louis? Is Louis the silver haired guy at that nightclub, who talks Chris into pulling off the jobs or is Louis somebody completely different?

I think the reason given is that the City Council has changed its policies due to an upcoming election. But I would have thought papers had already been signed. The 2 guys had gone to the time, trouble and expense of renovating and refitting the ice cream/ hot dog parlour, only to have the council guy come up and say, "now we're not going to go through with it". No wonder they wanted to torch it.

I assumed Louis was the bar guy/middleman, though I'm not entirely sure who killed him.

Louis is the bar owner. It's assumed Scarfo killed him after they beat him to near death a few days earlier.

Mike alludes to this and then tells Chris that Scarfo is after his brother, Frank (which Chris obviously is already aware of).

Scarfo knew when and how to find Frank after he heard Chris say (whilst wing beaten up) Frank and his missus were skipping town on Friday
