Actors Michael Kelly and Dean Norris have hair in some scenes and are both bald in others. Norris' dye job is particularly bad which is probably why they went back to the bald look. Chiwetel Ejiofor has some gray hair in some scenes and none in others that take place at the same time. I give this an F for continuity.

Sorry. Now it makes sense but the movie is such a muddled mess. I just didn't get it.

It's the changing between timelines. The hair and no gray is from the 13 years ago. The scenes with the gray hair is the present.

Wow!  This seemed so simple and easy to follow for me. Do people really need to be told this? 

They have hair in 2002, they are bold in 2015, it's to show you that time has passed.
