 I find it interesting that if he's in one reality he can't be in another. They said he was off on one of his "benders".

I think that was explained in 2 different instances.
1) Alternate timeline Juliana mentioned he was depressed and possibly suicidal, in the original alternate timeline maybe he went off and commited suicide (And maybe nobody found out that's why he was gone)

2) He mentioned that thought his assistant wasn't from their world, as if he too had the ability to transfer between worlds.
(Maybe the trade minister wasn't really from the 1st timeline and accidentally ended up there while losing his memory of his original self after the original transfer) between worlds.

I am assuming you finished the season already. But if what you say is true regarding Tagomi's committing suicide and coming back to that timeline that must also mean that Frank too is still alive but in an alternate reality right?

It's my understanding that people can only travel to alternate realities in which their counterpart has died. The Tagomi in the Allies Win timeline jumped from the bridge and killed himself, making room for the Tagomi in the Axis Win timeline to visit.

I loved the little smile on his assistant's face when he picked up the photo Trade Minister dropped when he switched timelines. He knew he was "travelling" :-)

It's acceptable in Japan to eat sushi with you fingers. In fact, sushi is quite traditionally a finger food in Japan.
