Can someone please explain to me how slimey Billy can get away with what he does?

Probably because it's all for the good of the firm. His boss knows the basics of what he does and has said as long as he doesn't see of it directly he'll turn a blind eye, and if he gets caught then he won't save him. What he does is always for his people though.
