Some kids are too old for this to be effective

I worked in the Juvenile and Adult system for almost 10 years and can tell you first hand that these types of programs are most effective for kids under the age of 15. After that point, kids start feeling themselves and are too set in their ways to be helped by juvenile corrective means. They know that they are being filmed and that no one can really lay hands on them.

At a certain point, some kids need to be transitioned to the adult side of corrections for rehabilitation to be effective.

I believe for some of the older ones, it is a last ditch effort, as you hear most of the inmates telling them, 'One more year, and you're in here!'
