I think her death was just an inevitability. She was in the final stages of...what ever disease she was suppose to have (as with many films, it's never truly disclosed).
I think the death of Andrew's mother was just a necessary plot device to validate Andrew's descent into villainy. If he had lost it and started killing innocents WITHOUT the incentive of his mother's death and his father blaming him for it, we wouldn't have felt as sympathetic to his character.
If anything, the only possible "conspiracy theory" would be that the father did it to spite Andrew. We don't get any scenes of the father showing true love and compassion for his dying wife. Heck, the money he gets from disability was likely being drained by having to purchase medications for his wife. After Andrew finally stands up to his father, we can assume that was the "last straw" for Andrew's dad. Killing his wife would be like killing 2 birds with one stone: He'd have more money to spend on booze AND hurt Andrew in the worst way possible. As an added bonus, the son that he honestly didn't want to raise was now permanently insured in a hospital bed so he could get his kicks in continuing to torment him...
...Buuuuut little did he know the son he hurt was a telekinetic teen who had just had a mental breakdown so that plan was foiled pretty quickly.
