Shows similar to The Shadow Line?

I wouldn't say so. Luther is essentially an action film done by the BBC. The Shadow Line is more understated and thoughtful.
Perhaps State of Play is similar. Whilst it's more of a straightforward thriller about journalists uncovering a web of political corruption, it's of similar high calibre and just as gripping.
I'd say the last two episodes of Luther closely match the tone of The Shadow Line, but the latter is much better at it.
From what I've been hearing, quite a lot of people seem to be comparing this favourably to State of Play, so you could check that out as well.

Tinker, Tailor, Soldier,Spy. Although this is a spy series, one glimpse of Alec Guiness and you will know what I mean. State Of Play and Edge Of Darkness also come to mind. I guess I have mentioned three of the great television series of the last few decades, but so =far Shadow Line seems to belong in this company.

State of Play is one of the best.
And Red Riding is highly recommended.

Hugo Blick has mentioned his love of John Le Carre's work so it's no surprise that George Smiley haunts this show. 'Edge of Darkness' is another that comes to mind, especially with the appearance of Charles Kay summoning the memory of 'Pendleton'. What really strikes me about this series is the quality of the script. Often the best scenes are two-handers with a fine balance of paced ( rather than pacey dialogue) Blick cut his writing teeth with the monologue 'Marion & Geoff' and has a great sense of the grotesque. He has mentioned his pleasure at the idea of these rather other worldly killers, moving through the world like some form of prehistoric,silent deadly hunters, coming up from the dark depths.
"I'm interested in how these inexorable killers collide with the real world; how they disguise themselves. Here, they're vampires – dressed in grandad's clothes, asking to use your lavatory – but the minute you let them in, you're dead. It's fabulous!"
He's having fun with this and it shows, it's not often that the most lethal characters are all cardigan wearers. I would'nt want Gatehouse at my door.

Can't believe no one has yet mentioned Rubicon.
The tone and style (not to mention the way the story carefully circles outwards) is almost identical.
Rubicon. Truly a masterpiece, just like The Shadow Line.
P.S. Damages to a certain degree I would say falls into the category of beforementioned shows
