Because it would suck if its going to feel like a rushjob movie.This movie needs at least 180 minutes/200 minutes runtime.To tell alot of the tupac story.

He lived a life in 25 years and did so many things most people don't do in a whole life time, even his childhood was interesting because his mother gave birth to him like a week after being released from prison and a member of the black panthers. He was shot countless times, he shot at cops, he was involved in the most notorious rap beef of all time, had politicians like Dan Quale trying to ban his music. Etc etc.
I think 3 hours is too little to cover it all in fact, I think maybe a 2 part movie both 2 hours would come closer to it even being possible.
The plan is you drink a nice tall glass of shut the *beep* up.
I mean in comparison to other biopics that have come out. Malcolm X was over 3 hours but covered a lot of ground to his lifestyle changes and being apart of the very group that would lead to his death. Tupac on the other hand, while I see everything your saying, could easily sum up all that material within 2 hours and 10 minutes or less.
While 3 hours sounds like enough, it will boil down to pacing and how the scenes affect another, and I just don't see the filmmakers doing that
It also would be interesting to see a tv/mini series about the last 24 hours of tupac before he died.
And see it from the perspectives of different characters and multiple storylines.

This movie is about bobby kennedy,but the story is told from the perspective of people in and out of his circle,eventually leading up to his dead.
Ahh yeah... Gobi: friend and musicvideo director of Tupac (2 of Amerikkaz Most Wanted, Made Figgaz for insteance) have been trying to get finances to make a movie about the last 7 days of Tupac's life (the last 6 he was in hospital and not really responsive though).
That would include the first day and focus mainly on what Tupac's friends and family was going through that time.
