Oops! I'm here to answer my own question. Thanks to the closed captioning I just realized that it's the Fairy Godmother (Helena Bonham Carter)...

It sounded like Samantha Bond to me. The actress who plays Lady Rosamund Painswick in Downton Abbey. But I don't see her name in the credits.
