Well....the uncle was bitten by a dog at a clinic. Remember his bandaged hand? And in the first one it was discovered that the little girl (from the first movie) had a sick dog they took to the vet. That's where they discovered the virus and then started to quarantine off anyone who had contact with the dog. This setting in motion the whole first movie.
