The CIA had a major Russian assassin locked up for 20 years, two agents go to see him and within hours he escapes and is killed. And no one seems to care about this? There's no fall out whatsoever?

I've taken your question as a literal one. It has a certificate 12. So it sounds as though it was a theatrical release rather a TV movie. I've rated it 6/10
