I came into the movie about half way through, so I have a question about the end- when Topher Grace is explaining what happened to Martin Sheen and the other agent, they seem to find his story suspicious. And then, Martin Sheen asks "Would you ever consider working for us?"
Is this indication that he knew Grace was a double agent the whole time? Or did he ask Grace to consider dropping the FBI and work for the CIA?
I think it was a FBI/CIA thing. I hadn't even thought of your other idea though. I suppose it's possible.

shareNo, I had the impression that Sheen probably thought that he was a Russian agent and "us" was the USA, not the CIA or FBI. This suspicion was strengthened when at the movie's end he parked across the road from his family home and was probably mulling over whether to stay or to go.
