Why was Seo trying to kill Ji (if that's her name)?

Because she (Ji) had so many chances to help her but always ignored it. And then in a flashback near the end it shows that Ji (the lady from Seoul - actual name in the film is Hae-Won) saw the incident where Seo's daughter died, and instead of backing her up when the police guy asked her if she saw anything, she just said she didn't. Basically she's a really *beep* friend.
