Forced script b/c SBC recognized?

After the success of Bruno and Borat, I find it strange that a small portion of the film was shot in the same style, then that idea totally abandoned for a more conventional scripted format. IMHO Larry Charles and Sasha Baron Cohen attempted to make another reality-mockumentary with unscripted reactions but couldn't because of the success of B&B and everyone recognizing SBC, but they couldn't scrap the project due to lots of $$$ already sunk into the project, and the filmmakers felt they could still make a decent scripted comedy. I find it hard to believe that after the global and critical success of Bruno and Borat, they wouldn't make the Dictator in the same vein if they could, and it feels like the first 10-15 were filmed with the intent of another unscripted mockumentary but nobody was biting. I can't find any information on my theory. Am I crazy? Do people agree? Anyone involved in the filmmaking that can comment?
