You do realize she was only doing that to distract the driver so he wouldn't watch her change her shirt in his rear view mirror, right?

Geez, did you pay attention to the movie? As already stated, she was distracting the driver because he kept ogling her.

To be fair to the OP, it was pretty dumb.

He would know it was the ESB and, if he wanted to watch her change, he'd have just given it a fleeting glance to confirm what she was looking at.

I got what she was trying to do but it seemed pretty dopey.

"Why is that cop up ahead watching us" would have been a lot more effective in giving her a few seconds privacy.
