Was the cashier actually in on it, that is, the one who caused them to go to that time period? Was it somehow in the safe?

Yes and yes. It never explains how, but it left me with the feeling that the cashier was definitely behind everything. I think he was somehow giving bad folks another chance to live a decent life.
