Why did he need a memory potion if he could recall how NY used to look.

When he told Dolan the 37th about how the Church was built over a mass grave. That means he could see his past lives...

But he was made immortal in the 1200s. New York, or even America as it is now wasn't even there. We hadn't stolen it from the Native Americans yet. He probably needed help about much earlier

Kaulder was trying to remember details from his own "death" when he was made inmortal.

By the way, as an inmortal, those are memories from his 800 years of life, no "past lives".

The only thing he couldn't remember was the point between when he and the witch queen burned and when he recovered.
He didn't have past lives. I think you're confused by when 37 was talking about his new idenity. He just meant that he'd need a new fake identy. As in giving him a fake social security number drivers licence etc not that he was actually being reborn into a new life.
He is immortal and has been alive and remembers all of those 800 years except for the moment of his supposed mortal death.
