Maybe it was because she loved Edgar but she knew that they could not be together because 1) her work was more important than her personal life and she had to swallow her feelings everyday working for Edgar, and 2) because Edgar was homosexual. Basically, she was suffering because she had a very important job at the expense of her love life.

I think she increasingly caught on to what he was doing and grew uneasy with it. But she wasn't sure what to do/where to go. Yes I do agree she had that important job.
But going to Congress etc re 'files' (which 'did not exist') would mean that 'something' would happen to her!
Look at the scene where she is taking dictation re the letter about MLK....she realizes it is 'fake' and this is government-funded paper, time...etc being used to produce these totally fake items!
There was not an office of professional responsibility at the FBI until 1976 after Hoover's death--an internal affairs dept. Before that it could pretty much do whatever it wanted however it wanted. Noboby would 'ever' know much less be able to hold Hoover accountable. He could do whatever he wanted to anybody.
Yes she had a job and it probably paid VERY well considering this is a 'mans world' and she gave up marriage/. But was it really worth it if it was doing all of these things to people. What was she really doing with her life? Money and/or a steady paycheck is not everything
