I agree. This is Oliver Stone at his worst. This film is a sprawling mess.
We start out with an interesting premise. The play on the word 'savage' is a workable theme within the context of the premise. But the film quickly jumps the tracks for the sake of endless action scenes and violence. The character development is a total failure as well. You can see where the screenwriter is going with it, but ultimately these are characters I couldn't care less about.
As you say, the film promises something it can't deliver. If this was meant to be Oli's take on Mexican drug cartels, then maybe he has Alzheimer's?
I think the cast was actually below average with the exception of Salma Hayek. Did John Travolta have his hair spray painted on? That's what it looked like. He looks awful.
