Is it me or does this plot not make a lot of sense?

I just find a lot of it hard to follow. I know the other sequels do not hold together 100% without a hole here or there, but I was constantly questioning what was going on in this one.

What do you think?

Yeah, it was sloppy. First protect the guy because he has access to a special file. The file just happens to be in the most toxic place in the country. Really? Who's gonna go there.

Then it just kinda became a Russian mob thing with no agenda. Having the "twist" was pointless. Guy should've just been a hardcore villain from the start.

 me.

No agenda? Yuri seemed to have a pretty clear agenda. Chagarin threw him in a hole to keep him from spilling the beans on his involvement in the Chernobyl disaster, completely robbing him of his money and family in the process. Yuri gets out of prison by manipulating Chagarin and the CIA and continues to do so until he gets to Chernobyl where the vault full of uranium will be sold to the highest bidders, thus giving him back his fortune and getting revenge on Chagarin for sticking him in prison for all those years. The twist was classic Die Hard. Everything seems so straight forward and you think you know what's going on. Turns out there is no file, Yuri is actually the villain, and the whole thing is just an elaborate heist (like it always is). John says it best, "When is it not about money?"
