When Oz asks, "Never have I ever had sex in public" after a little bit of chatter after the question, heather says, "maybe I just never had sex in public." In American Pie 1 Oz and her both have sex in public near the lake.

I know what you are saying and you might be right...The only thing I could think of is that they showed them cuddling at the lake, but never actually doing the deed. Therefore, it is possible they were not in public when they had sex, but when they finished, they went outside to enjoy the sunrise or something romantic to add to the moment.
sharei thought about this as well when i re-watched the movie for the first time..there are two ways they can easily handle this..
first, is the deck at someone's cottage really considered a public place? so if you have sex in your backyard, is that public? in my opinion, no...
second and probably more key is, in the first movie, when the guys go to dog years at the end, its said that Oz doesn't actually have sex with Heather (unless he is lying to them and doesn't want to say it) because they actually are like "you will get there eventually, don't worry about it"...rewatch the ending of the first movie and you will see..

I think Oz was just trying to show he has progressed from being all about sex and doing what it took to get there.. He began to have real feelings, and he didn't want it getting around the pair had sex.. So he lied and said he didn't..
Unless like Shermin, they never had sex, just cuddled..
