How did it go from 5% to 0% on Rotten Tomatoes?
Was the only positive review actually meant to be negative, and mistakenly listed as positive?

I was trying to find where it went, too. I couldn't find it so I searched through my computer history (I'd clicked into it before because I needed to see what reasoning anyone could possibly have behind giving it a passing score) to pull up the page, then went looking for the writer's name. The review's still on Rotten Tomatoes, it's just been changed to a rotten and subsequently a different blurb from the review was put up that more reflected that.
It's by Brad Wheeler and has the blurb "Norm of the North is more an Ursa Minor than an Urse Major".
As for why it was changed, no idea. I'd say someone reevaluated it and figured it was more negative than positive, but I don't really know how Rotten Tomatoes even decides these things, so.
