Not always...though this season has been pretty bad.
But look at Paul Kasemir. Dude initially was in ANW because his girlfriend died from some freak climbing accident. Now they full on ignore the dude because he doesn't have a feel good storyline anymore.
I think that is because they want them for the story and not because they are really good so if your kid has some disease or you have some disease or whatever sob story they can exploit they will let you on the show when others at the same skill level they won't.
