Apparently when he said, "It wasn't my fault. I was raised to hate," that summed it up in our super-smart protagonists clever mind.

I wondered how the police and everyone in the town would know that this guy was the serial killer within what seemed to be about an hour or so.
Even though he said something about being raised to hate, that doesn't mean he is the killer.

The whole "serial killer" thing didn't quite seem to fit into the story that well.
I think it could have been left out and the film would not have suffered that much without it.

It's because he was wearing a full on white suit, in the news it repeatedly said that the serial killer was a male in a white suit.

2. The white suit and we can assume that
3. There were items in his vehicle which would link him to crimes

The police were already on their way to the accident scene when he made his comment to Caroline. Perhaps he actually confessed to her, but for the sake of the running time of the movie, we were given just enough info to know that he was the murderer.

I agree; it was superfluous. The only part it linked to was when the gym teacher was lecturing the kids about adhering to the curfew. It just points up that bored teens 1) don't care about risk and 2) are looking for something -- anything -- non-routine to be interested in.
