So I am guessing this is a metaphor for services such as Netflix, Amazon, etc, and the boats are the programs. But is there really so much competition? Can't they all stream, or they are worried about customers? And I guess the water commissioner is not the Great Gildersleeve, but rather Tom Wheeler (FCC Chairman at that time)?

it was about the water crisis in the west. its not funny but more educational.

its actually a metaphor for both, part 2 is way better.
