Don't know if its legal or not, i would think there is no law for or against it. In this case his major crime is disrupting the peace. Plus the mess he would make if he jumps, costing the city money to clean up and finally it would be a pr mess if they didn't try to stop him.
If they did succeed to get him to come inside they would have him psychologically evaluated. If found insane they would have him committed so he could get better; otherwise they would prob either fine him or imprison him for wasting everyones time.
These are just my thoughts, I'm no expert on these matters. Plus thats what happened to Johnny Depp in "Don Juan deMarco" when he threatened to jump.
Of course it's not illegal but it would give law enforcement cause to arrest you and take you away to a mental hospital
shareIt is absolutely illegal, I would wager, in almost any town/city/jurisdiction. It creates a dangerous situation for all involved, riot-like crowds gather, and it consumes emergency equipment/personnel that could be otherwise used in actual emergencies. Anyone who is talked down would be detained for mental evaluation and would most certainly face multiple criminal charges. Standing on a ledge and threatening to jump is a lot more than disturbing the peace.
It is most definately illegal in most countries around the world and probably subject to a prison sentence in some kind of mental health facility along with much needed counseling.

shareI work in a Washington DC mental hospital. The police bring us an endless stream of attempted suicides, but I've never seen one prosecuted after being dropped off. Of course, White House fence jumpers and gate crashers, now that's another story. Although, even those rarely do jail time. they're just tracked by Secret Service and homeland security and put out of town.

It used to be illegal in Canada as it was a way for police to hold you for a psych exam. It is no longer a crime, but police can hold you for psych exam if they feel you are a danger to yourself or others. It is illegal to aid or abet a person to commit suicide.

Here in Germany they most likely are brought to a psychiatric hospital and then either released or kept depending whether the patient is considered to be a danger for himself or others.
Suicide itself is not illegal here. Helping someone to do a suicide is also not illegal. But active euthanasia is forbidden by law.

A suicide pact is illegal, in the sense that if one of the members of the pact survives they will be held partly liable for the death of the others within the pact.
And a person who attempts to commit suicide will likely be detained by the police, for their own safety, and subsequently sectioned by the public mental health department, but that is not the same as being arrested or charged and convicted of a crime under legal statute.
