This looks pretty much like the movie the Canadians were planning to shoot in Iran in the 1980s.
No, that was apparently "Lord of Light" by Roger Zelazny, if I remember right, a story about humans landing on another plants and using tech to pretend to be old earth gods, with one of them eventually rebelling.
